No power, backfires, and P1391 erratic CMP signal

1999 Cirrus 2.5. This car spits and backfires, idles just a few seconds. It has a new distributor, timing belt checked, compression 150 on all 6, and checked for compressed valve springs. Double checked timing marks and dowel pins on all drive sprockets, checked back-pressure and checked wiring to PCM. Checked fuel pressure and new crank sensor.

I listed the possible causes for this code. This code must be fixed first before any diagnosing can continue.

Code P-1391 INTERMITTENT LOSS OF CMP OR CKP

WHEN MONITORED
During engine running.

SET CONDITION
When the expected cam signal level disagrees with the actual cam signal level.

POSSIBLE CAUSES

CKP sensor circuit wiring harness internal defect
CMP sensor circuit wiring harness internal defect
Pulse ring or target magnet defective
CKP sensor connector terminals OBS defect
CKP sensor defective
CMP sensor connector terminals observable defect
CMP sensor defective
PCM connector terminals observable defect (camshaft)
PCM connector terminals observable defect (crankshaft)
