What does it mean when a factory installed CD player in a 2000 Monte Carlo continually says check CD. It will not play at all. It has been cleaned.

A CD player may not play for a few reasons. First make sure that the disc is clean and there are no heavy scratches on its face. You said you cleaned the disc, but sometimes the lens inside the player may be fogged or dirty. Sometimes in colder temperatures a fog can form on the lens and prevent it from playing.
There is a lens cleaning kit you can try, they're sold in Radio Shack, Best Buy or other electronic stores. The kit cleans the lens inside the player, but no guarantees.
Try playing another known-good CD, if it plays in other systems and not yours -- then you need to have the CD player repaired or replaced.
